Gates was co-written with two people not in the band. What's the story
there?

What do you make of the meaning of the lyrics? I think it's mostly
their usual themes - that people were devolving into machines. "Twist
away" in an unusual expression.

You need to read the book, you will find many answers to many of your
questions there :^). It was based on a song by Sue Schmidt & Debbie
Smith of the band Chi Pig (and early friends of the Devo), which is why
they get credit.

The song was (I think) originally performed by Devo in their "Dove, the
band of love" incarnation, so there may be a religious aspect to it.
Or not.

It was originally a song by a group called Chi Pig called "Pimple On My
Plans". Devo wrote new lyrics for it.

It was heavily influenced by the writings of Oscar Kiss Maerth, as well as
Chubby Checker and the Beatles.

It's a song that states that man's regression is inevitable.
The beginning was the end.
The end product is back to ape again.
